Job DescriptionCherokee Nation Businesses is seeking an experienced Real Property Manager to support Cherokee and the 354 Civil Engineering Squadron (CES) at Eielson Air Force Base (AFB).
The 354 CES Engineering and Installation Management Flights supports more than $1B in AF-funded programs.
We are under contract to provide the 354 CES with assistance in managing the planning, programming, design, construction, real property, and environmental programs for locations managed by 354 CES.
Primary performance location will be Eielson Air Base, Alaska.
The employee will support Cherokee Nation Management & Consulting's client, the 354 Civil Engineer Squadron's (CES), mission of operating and maintaining Eielson AFB's facilities and infrastructure.
Real Property Manager will advise and assist on administering real property program management of all sites, lands, and facilities for which Eielson AFB has real property accountability.

Estimated Starting Salary Range for Real Property Manager:
$75,000 to $90,000.
Pay commensurate with experience.

Real Property Manager Responsibilities Include:
Assist with preparation of all real property (RP) action requests in coordination with the real property officer (RPO).

11) Assist with administration of RP grants program to include ingrants, outgrants (licenses and permits), and support agreements.
Perform compliance inspections annually and maintain documentation in the facility folder.
Ensure all grants are accurately reflected in accountable property system of record (APSR) and GIS database.

11) Support 354 CES RPO on all matters related to real estate administration of AF real property on or around Eielson AFB, and development of real property related activities as related to Eielson AFB.
Support 354 CES RPO with real estate transactions to include:
Research and coordination required to complete all real estate actions for land release/use and other related matters.
Preparation of documentation (as applicable to Eielson AFB) for release of land, facilities, and structures.
Coordination of RP transfer documents for higher HQ approval to include provision transfer, acceptance memo, furnishing committee memo, etc.
Coordination of Local Implementing Agreement Encroachment investigations and boundary inspections.
Support 354 CES RPO on coordination with local municipalities in regard to real estate issues and related programs to include authorizations and conflict resolution with agencies.
Assist the AF and DoD accepting or transferring official with DD Form 1354 management, oversight, and processing (DAFI 32-9005, para 2.

4) Assist with boundary inspections and/or encroachment issues, as required.
Identify any discrepancies to the RPO and GeoBase administrator, and ensure supporting documents are in the facility folder and GIS database.

8) Attend weekly work request review board (as required) to determine if real property related relationships may cover maintenance projects, and to track upcoming projects throughout the project lifecycle.

1) Assist with maintenance of formal real property records and inventories in NexGen IT and GIS on an ongoing and annual basis; identify and correct discrepancies.

7) Conduct physical inventories of all assets under the installation's jurisdiction, custody, and control at the required frequency.
Validate customer assigned square footage values, as required, and provide information updates to GEOBASE manager.

12) Assist with maintaining hard-copy facility folders for all installation facilities.
Folders must meet local installation records management requirements and be able to comply with the Financial Improvement and Audit Readiness (FIAR) initiative.

1) Coordinate and collaborate with stakeholders (i.
e.
RPO, facility managers, customers, community planners, programmers, project managers, GeoBase manager, and engineers) to prioritize facility space allocation surveys, identify errors and discrepancies, conduct planning activities, and improve facility utilization rates.

5) Assists Facility Space Planner with customer authorization development process with customer POC, including collecting supporting documentation, conducting customer interviews, and calculating authorizations.

3) Support space requests from Eielson AFB Working Groups and other customers to ensure efficient facility utilization; analyze customer authorizations/allocations in collaboration with the RPO; advise on available facility space (AFI 32-1015 para 7.

4) Communicates with senior leaders (and other personnel) to determine requirements and provide feedback on potential courses of action.
Reviews and interprets policy and standards; calculates facility space customer authorization and provides recommendations on facility allocations.
Utilizes NexGen IT to perform facility space analysis, allocation and authorization reviews, and RP data assessments.
Assist with facility utilization of swing space.

Three years of prior experience in Air Force real property at base level, or related experience is highly desirable Three years of experience working closely with US military/DoD personnel providing advisory and assistance services for complex programs Bachelor's Degree from an accredited school in a relevant degree, desired but can be substituted with over five years of DoD real property experience and H.

diploma or equivalent Experience working in Alaska is a plus Experience and understanding of the military real property management processes, database systems, and reports Familiarity with engineering and facility plans and documents.
Working knowledge of NexGen IT and/or BUILDER Excellent communication and computer skills; intermediate proficiency with MS Excel (e.
g.
, filter, sort, pivot tables, conditional formatting, basic formulas); familiar with MS Access.
Ability to work independently with minimal supervision Candidates must have a valid US passport Requires a Common Access Card (CAC) or the ability to obtain one through a federal security investigation.
